LTG Paul E. Menoher Named Lundahl Lifetime Achievement Award Recipient

San Antonio, Texas, Oct. 19, 2011 – The United States Geospatial Intelligence Foundation (USGIF) announced LTG Paul E. Menoher as the recipient of the 2011 Arthur C. Lundahl Lifetime Achievement Award. Menoher was presented the award on the main stage during the last day of the GEOINT 2011 Symposium.

LTG Menoher held a series of demanding positions of great responsibility and spent 35 years on active duty as a highly decorated officer. During his tenure, he became known as a multi-INT visionary who championed for integration of imagery and geospatial information.

LTG Menoher pioneered for the Civilian Personnel Proponency System for the Army, taking the lead for Training and Doctrine Command to fully integrate the civilian professional intelligence workforce into the Military IntelligenceCorps. He directed the action to consolidate and create new enlisted military occupational specialties to leverage the superb qualities of MI soldiers, economize operations and provide assignment flexibility across the force. LTG Menoher was an early adopter of unmanned aerial vehicles, helping to make the Hunter UAV program a reality within the Army. He was a vocal supporter of using full motion imagery and partnering with the NRO to get information of national systems to tactical users.

One of his biggest contributions to the geospatial community was his support in the creation of NIMA, NGA’s predecessor. He assembled a team of Army experts to support NIMA’s task force and continually supported these efforts throughout each stage of the Agency’s creation. He also advocated for the Army to be the first branch of service to have a service GEOINT element within NGA and have a geospatial intelligenceofficer.

LTG Menoher’s service included positions as Commanding General of the Army Intelligence Agency, Commanding General of the U.S. Army Intelligence Center and Fort Huachuca, Commanding General of the Army Intelligence and SecurityCommand, and Army Deputy Chief of Staff for Intelligence. His awards include the Director of Central Intelligence’s National Intelligence Distinguished Service Medal and an honorary doctorate from the Joint Military Intelligence College. LTG Menoher was also inducted into the Military Intelligence Hall of Fame.

LTG Menoher was an influential visionary and innovator throughout his career. His selection of this honor is due in part to his lifetime of dedication to tradecraft, focusing on forging intelligence integration.

The Arthur C. Lundahl Lifetime Achievement Award is presented, upon selection by the USGIF Board of Directors, to an influential member of the community who has demonstrated dedication to the geospatial intelligence tradecraft and who’s actions serve as an example to others. Arthur C. “Art” Lundahl is recognized as the father of imagery analysis. He dedicated his life to the tradecraft, enabling him to gain the confidence of four U.S. presidents and significantly contribute to the GEOINT tradecraft and security of the United States. His immense contribution to the pioneering of the tradecraft is why the USGIF Lifetime Achievement Award was renamed the Arthur C. Lundahl Lifetime Achievement Award.
