Issac Lowe

Program Director for Space and Counterspace


Mr. Isaac Lowe is a career intelligence officer with the National Geospatial-Intelligence Agency and currently serves as the Program Director for Space and Counterspace in NGA’s Special Programs Group. In this role he manages the execution of sensitive space program activities while advising agency leadership on space and counterspace initiatives for the GEOINT enterprise.

Prior to joining NGA’s Special Programs Group Isaac served as the Chief Technology Officer for the U.S. Space Command Intelligence Directorate. As the CTO he was the senior science and technology advisor for space-related operational intelligence initiatives and requirements. Before joining the U.S. Space Command Isaac served as a National Security Fellow at the John F. Kennedy School of Government, Harvard University, where he focused his studies on national security and science and technology policy. From 2012 to 2020 he served as the Director of the Technical Analysis Center at the Office of the Director of National Intelligence and led specialized technical collection and analysis efforts to enable U.S. operations across the Intelligence Community and Department of Defense.

Isaac began his intelligence career in the U.S. Air Force. While assigned to the U.S. Space Command and National Security Agency he led multiple intelligence missions in direct support to Operations Northern/Southern Watch and Desert Fox. After leaving active duty he supported counterterrorism operations as an analyst within the NSA, then served as a principal investigator at the National Reconnaissance Office, followed by multiple technical leadership roles throughout the IC and DoD. Isaac joined the NGA in 2010 and was selected for Senior Executive Service in 2022.

Isaac earned a BS in mathematics from the Metropolitan State University of Denver and completed a postgraduate research fellowship at the Harvard Kennedy School. He received various awards for outstanding service including the DNI National Intelligence Superior Service Medal, CJCS Joint Meritorious Civilian Service Medal, NGA Meritorious Civilian Service Medal, and multiple IC and DoD recognitions.
