Dr. Heather R. Martin serves as the Acting Director of the Plans, Programs & Strategy Office, Data & Digital Innovation Component, National Geospatial-Intelligence Agency, Springfield, Virginia where she is responsible for executing the agency’s approach to artificial intelligence which includes establishing an artificial intelligence governance framework for the geospatial-intelligence community.

Dr. Martin entered federal service in 2002 as an active-duty Air Force intelligence officer, holding a myriad of positions to include serving as an Air and Space Operations Center analyst, Distributed Common Ground System Mission Operations Commander, and Lead for the Air Force Geospatial-Intelligence Analytical and Technical Element, a forum responsible for shaping a multi-million-dollar research & development portfolio. Upon transitioning to civil service, Dr. Martin served as the Deputy Chief of Staff to Headquarters Twenty-Fifth Air Force (now Sixteenth Air Force), where she was responsible for advising the Commander on a broad range of operational issues as well as coordinating the functions and activities for more than 26,000 military and civilian intelligence personnel. Dr. Martin is a certified Department of Defense Program Manager, having served in a Joint assignment at the National Reconnaissance Office, managing a multi-million-dollar Major System Acquisition. At NGA, Dr. Martin has served as a Division Chief and program manager within Source and CIO-T components, integrating emerging geospatial-intelligence sensors into the National System for Geospatial-Intelligence architecture.
