Strategic Advisor to the Commandant for Intelligence, CG-2SA


Ms. Jeanette “R-B”Rivera-Breznai assumed the duties as the Coast Guard’s Strategic Advisor for Intelligence to the Assistant Commandant in March 2022. She provides Intelligence, Surveillance,and Reconnaissance capabilities,and intelligence technical expertise for the USCG Intelligence Enterprise, aligning mission needs with technology to deliver intelligence solutions that optimize the Department’s ability to protect the homeland.

Most recently, Ms. Rivera-Breznai was the Director for Intelligence Analysis, Partnerships & Engagements, (HAF A2/6A) leading intelligence analysis and tradecraft for the US Air Force,and the National Air and Space Intelligence Center (NASIC) Liaison to the National Capital Region. Ms. Rivera-Breznai’s civilian career includes serving as the Department of Defense (DoD)’s lead for Sensitive Reconnaissance Operations (SRO) missions, personally garnering the Secretary of Defense and Presidential approvals for all sensitive operational missions. In 2010, she was appointed as the first-ever National Intelligence Collection Officer (NICO) for Russia, Europe, and NATO with the Office of the Director of National Intelligence (ODNI), overseeing collection breakthroughs on this hard target region. She was the Deputy A2 at Headquarters Air Force Materiel Command (AFMC), responsible for the Command’s ISR plans, policy, programs, resources, and systems for USAF weapon systems’ research, development and sustainment programs. At the National Air and Space Intelligence Center, she led intelligence analysis and tradecraft training for the Center before serving as the Center’s SIGINT mission subject matter expert.

A current USAF Reservist, Ms. Rivera-Breznai Began her military career in 2001 as a USAF Intelligence Officer.On active duty, she served in a variety of positions,including as an Information Integration Officer onboard the RIVET JOINT platform, and as an instructor at the US Air Force Weapons School. She has accumulated over 620 combat hours in direct support of OPERATION ENDURING FREEDOM and OPERATION IRAQI FREEDOM. Ms. Rivera-Breznai transferred to the Air Force Reserves in 2008 andis currently serving as the IMAto the Commander, 707th ISR Group At the National Security Agency, while concurrently serving as the US Head of Delegation to the NATO SIGINT/Electronic Warfare Working Group.

Ms. Rivera-Breznai is a native of Detroit, Michigan. She earned her BA in Political Science from North Carolina State University in 2001, and a Master of Strategic Intelligence with concentration in Intelligence Collection Methods from American Military University in 2010. She is a 2009 graduate of Air War College, and a graduate,as well as instructor at the USAF Weapons School-Class of 06A. She has been married for 30 years to Mr. Emery Breznai of Dearborn Heights, Michigan and has two rescue bulldogs, Gus and Lola Jane.
